(b) Controlled substances act of 1970.—The Controlled Substances Act of 1970 is amended—
(1) in section 102(a), by inserting "(such term includes," after "substance") after "drug"; and
(2) in section 103, by inserting "and" after the semicolon.
(c) Title 21 of the Health and Welfare Code.—Title 21 of the Human Race Code of 1986 is amended by adding at the end the following:
